Energy Circuit Rider (ECR) ProgramThe Energy Circuit Rider (ECR) Program was created and piloted in Coös County beginning in 2019. From 2019 to 2022, the North Country Circuit Rider helped more than a dozen communities complete over 30 energy efficiency and clean energy projects. The Circuit Rider Program has helped North Country communities receive more than $1.2 million in incentives and grants, resulting in over $3 million dollars invested in clean energy projects. In 2023 and 2024, CENH added three additional Energy Circuit Riders serving municipalities in the Monadnock, Seacoast, and Sullivan County regions.

​An Energy Circuit Rider is a shared staff person providing services to multiple cities and towns across a region. The CENH Energy Circuit Riders help municipalities and small businesses plan, finance, and implement energy-saving upgrades to buildings and infrastructure, as well as clean energy technologies such as renewable energy or electric vehicle charging infrastructure. Working side-by-side with municipal officials and business owners, Energy Circuit Riders provide capacity and expertise to support informed decision making.

Eligible studies and assessments will identify and support implementation projects that reduce future operating and maintenance costs and improve building comfort and health, allowing organizations and communities to better support their core missions. Community Resilience Options: A Menu for Enhancing Local Energy Resilience
This report was created as part of the Solar Energy Innovation Network (SEIN). SEIN seeks to overcome barriers to solar adoption by connecting teams of stakeholders that are pioneering new ideas with the resources they need to succeed. Teams that participate in SEIN receive direct funding and analytical support from U.S. Department of Energy national laboratories and participate in peer-to-peer learning with other teams tackling similar challenges.

These teams are developing and documenting their solutions for solar adoption with scale in mind, so that others can adapt those solutions to their own contexts. Ultimately, the true impact of these teams’ efforts will be to enable a wide array of communities to adopt solar solutions that
meet their needs in their contexts.

From a Shorter Winter Season to More Storm Damage: New Hampshire Outdoor Recreation Providers Feel Climate Impacts Far More than Visitors
Outdoor recreation is a key part of both the New Hampshire economy and way of life. It is responsible for over 30,000 jobs in the state, representing 3.2 percent of the state gross domestic product (GDP) from both in-state and out-of-state participants. Outdoor recreation visitation has steadily risen in the United States, with a dramatic increase in the last five years, partly due to the COVID-19 pandemic. Within the White Mountain National Forest of New Hampshire, outdoor recreation increased by close to 50% from 2015 to 2020.

This long-term rise in visitation occurred simultaneously with a range of climate-related impacts on outdoor recreation, including shifting seasons, increases in the occurrence of extreme weather events, and warmer winters. Moreover, the North Central and Northeast regions of the country are experiencing climate change impacts on outdoor recreation more acutely than anywhere else in the contiguous United States. This combination of stressors poses a risk to both the quality of visitors’ outdoor recreation experiences and the natural environments in which these experiences take place.
